2900 Warden Avenue - Rezoning Application - Preliminary Report (May 22, 2008)

Recommendations
The City Planning Division recommends that:
1. Staff be directed to schedule a community consultation meeting together with the Ward
Councillor.
2. This application be processed and considered in the context of the area study being
undertaken by City Planning.
3. Notice for the community consultation meeting be given to landowners and residents
within 120 metres of the site.
4. Notice for the public meeting under the Planning Act be given according to the
regulations under the Planning Act.
Financial Impact
The recommendations in this report have no financial impact.
Summary
This application was made after January 1, 2007 and is subject to the new provisions of the
Planning Act and the City of Toronto Act, 2006.
The applicant proposes to rezone the lands at 2900 Warden Avenue to permit an expansion of
the existing mall with additional retail floor area and 8 residential buildings ranging in height
from 7 to 38 storeys and comprising a total of 1,370 residential units.
Concurrent with the review of the subject application, staff will conduct a Local Area
Revitalization Study for the broader community in accordance with the direction received from
Planning and Growth Management Committee.
This report provides preliminary information on the above-noted application and seeks
Community Council's directions on further processing of the application and on the community
consultation process.
The application should proceed through the planning review process including the scheduling
of a community consultation meeting. A final report will be prepared and a public meeting will
be scheduled once all identified issues have been satisfactorily resolved and all required
information provided.

Scarborough Community Council directed that:
1. A Community Consultation Meeting be scheduled, together with the Ward Councillor
and the directly affected Councillor.
2. This application be processed and considered in the context of the area study being
undertaken by City Planning.
3. The Toronto District School Board, the Toronto Catholic District School Board and
Toronto Public Health, be invited to participate in the area study being undertaken by
City Planning.
4. The planning issues raised by speakers at the June 10, 2008 Scarborough Community
Council meeting be noted and considered by City Planning when reviewing this
application
5. The Basement Flooding Municipal Class Environmental Assessment (Study Area 31)
being conducted by TorontoWater be considered as part of the processing of this
application.
6. Notice for the Community Consultation meeting be given to landowners and residents
within 120 metres of the site, and expanded to include an area bounded by McNicoll
Avenue to the North, Birchmount Road to the East, Pharmacy Avenue to the West and
Collingsbrook Boulevard, Bridletowne Circle east of Collingsbrook Boulevard and
Finch Avenue to the East to the South, with the additional costs to be borne by the
applicant.
7. Further Community Consultation Meetings be scheduled, as required, together with the
Ward Councillor and the directly affected Councillor.
8. Advertisement of the second meeting be done in the local community newspaper in the
area of the Ward Councillor and the directly affected Councillor with the additional
costs to be borne by the applicant.
9. Notice for the public meeting under the Planning Act be given according to the
regulations under the Planning Act.
